I kept thinking it was stupid Lani did not call for backup after she spoke to Marlena. If she had had backup, Vivian would not have been able to slink away after Stefan was shot. She could have had that cop that took Ciara's statement in the Pub come over to help her apprehend Vivian.
 
Hope was also trained by the Salem PD, back when we could see her entire training in the police academy. Too bad it didn't stay with her by the time she became detective and then commissioner.

Rafe also trained by FBI. JJ was trained by Salem PD...but left after short time.
Very true, but let's not forget the effect of Salem on everyone's professional expertise. It must the water, the air, peer pressure or a combination of all three. As soon as they joined the Salem P.D., both Rafe and Lani probably forgot everything they learned in the FBI and Miami P.D. This phenomenon also exits elsewhere. Aiden Jennings was probably a real lawyer before he arrived in Salem. Stefan Zero had the reputation of being a sharp businessman before turning into the kind of typical bumbling, love-stricken idiot that's common in Salem. Finally, the late, unlamented Dr. Henry Shah was probably a real, mentally-stable physician before he signed on with the House of Malpractice & Quackery aka University Hospital.
