I was pretty young at the time, but I do recall Doug's early years on the show. It's odd they never mentioned Addie Horton, who is really Julie's mother, and Hope's mother. So, actually Hope and Julie are half sisters. Did they sweep that info under the rug after all these decades?

No, Hope and Julie are identified as (half) sisters on the show and they occasionally mention their mother Addie. Just no mention of Addie in Doug's tribute.

Actually, there is a photo within the pics of Addie Horton with Doug in the photos Jason47 posted. I agree with you that Addie is not or has not been mentioned in quite sometime.
