If you have watched Ironman movies, its similar to what Tony Stark had for his heart so I am sure that's where they got the idea.

What bugs me is they can resurrect a man with no heart but not a gunshot victim (ala EJ)??

That is an arc reactor. It kept Tony Stark alive in the Iron Man movies - not that he didn't have a heart, but that it kept certain pieces of other things away from his heart so that he wouldn't die. They definitely stole that idea from the Marvel movies.
