I wonder if that is why they didn't hang the ornament. Or if it was broken purposely.

It seems to be part of the storyline that the ornament wasn't placed on the tree for a reason.

The only ornaments ever broken on purpose were Laura's back in 1987 and Chloe's.

Even when Maggie said Jeremy's ornament was broken (in 2007), it's shown in later years without any damage (and it's identical to the previous years).
